The car has been parked for at least 6 weeks, with no visible human interaction in that time period. It has 2 flat tires. It is currently parked partially on the pavement on St Paul’s Road in Gloucester, outside number 15. Because it never moves, it has presented a hazard to residents, making parking occasionally difficult as it has become a fixed landmark. There is parking pressure on this road as it is, and losing a space to an apparently abandoned vehicle is causing more pressure.

  • I would like to know the council’s definition of abandoned, if this vehicle is not classed as abandoned. According to the government website, it is classed as abandoned if it meets at least one of the requirements (photo attached for reference). This vehicle meets two - it has not moved for far longer than 28 days now, and it also has two flat tyres (therefore, could be classified as unroadworthy). If the owner is a resident and simply cannot afford to fix their car, then why should other residents have to struggle for parking as a result? Please could someone clarify why this vehicle does not count as abandoned, or take steps to have it removed.
