Pond needs rescue ring

Sent to Gloucester City Council less than a minute later. FixMyStreet ref: 8521612.

There has been a pond made on blackbridge field (what's left of it!) and it's deep water. There are herras fences up as the works seem to have been abandoned, BUT yesterday there was a man IN THE POND. A neighbour joked about a life ring, but I think we actually need one in case of am accident
