Overgrown weeds

Park between Carters Orchard and Bristol Rd, Quedgeley. I'm writing to you with regards the above mentioned green space. Immediately behind my garden and others in the Road there is a stream/ditch which has been totally overtaken with nettles weeds debris etc. Two or three Wednesdays ago work was done to clear the stream/ditch and the grassland on the public park behind a partial metal fence. This was done up to a certain extent but behind my property and the house next door nothing was cleared and brambles general vegetation etc has just been dumped which I can see from my back garden fence. Also having cleared part of the stream/ditch I had rats coming into my garden! I want to know why it has been deemed acceptable to neglect part of this stream/ditch I have stinging nettles and brambles coming through and are over 3 ft tall! I would have emailed sooner but thought perhaps these contractors may have come back and finished the job.
